This is a Sweet Iron bit with copper inlay underneath the bit. This bit is used for horses with dry hard mouths. The combination of the sweet iron and copper helps to salivate the horse's mouth and creates better acceptance of the bit.

Note: Sweet Iron bits are designed to rust. This effect is caused by oxidisation of the metal, and causes the bit to become sweeter - thus further encouraging acceptance of the bit by the horse.
